OSK host CPA International Tax Seminar

OSK are delighted to host the CPA International Tax Seminar being held in Dublin on 17- 19 September.

With a number of highly recognized tax experts presenting at this conference including Cora O’Brien, Tax Policy Director, Irish Tax Institute, David O’Sullivan Policy Officer, VAT Unit, European Commission and Patricia Barker, Professor in Business Ethics in Dublin City University, this promises to be an excellent international taxation event.

International tax topics being discussed include Tax policy at a European Level, EU VAT developments and Professional Ethics.

CPA members will be attending from the UK, Germany, France, the Netherlands, Spain, Belgium, Cyprus, Italy, Jersey and Lebanon.

OSK works closely with CPA international members allowing us to draw on a pool of international expertise on business and taxation issues with the benefit of broadening the service provided to our clients.

Cora O’Brien Tax Policy Director has led the Institute’s work on a range of domestic and international tax policy and administration issues, including the introduction of Ireland’s International Tax Strategy, the Knowledge Development Box, the OECD BEPS Action Plan including the Modified Nexus Approach and the R&D tax credit, the EU’s VAT and 2015 project, the design of the Irish income tax regime and the development and implementation of the Local Property Tax.

Cora represents the Institute on TALC (Tax Administration Liaison Committee) and the Money Laundering Steering Committee and is a Chartered Tax Adviser and a Chartered Accountant. She is the Institute’s Fiscal and Professional Affairs representative at the Confederation Fiscale Europeenne (the representative organisation for the tax profession in Europe).


Patricia Barker is a Fellow of the Institute of Chartered Accountants in Ireland, having qualified in 1973 – the twentieth woman to qualify since the inception of the Institute in 1888. She completed an MPhil in Gender Studies in Trinity College. She also completed a PhD which developed a paradigm of disclosure of financial information to employees in organisations.

She was appointed lecturer in DCU in 1980 and progressed through senior lecturer, Associate Dean (Business School) and Vice-President (Academic) of DCU. She currently is an adjunct professor in Business Ethics in DCU. She has published extensively in the areas of Financial Reporting, Women in the Professions, Business Ethics and Corporate Governance.

David O’Sullivan is a policy officer, on secondment from Irish Revenue, in the VAT unit in the Directorate General for Taxation and Customs Union in the European Commission.  David is currently responsible for VAT and cross-border B2C E-Commerce and represents the Commission at the OECD BEPS Task Force on the digital economy.  Prior to his secondment to the Commission, David was the lead Irish delegate on VAT issues at the Council Working Party on Tax Questions since 2008 and was a chair of this working party during the 2013 Irish Presidency.

David holds a MBS in strategic management and a MEconSc in policy analysis, both awarded by University College Dublin.
